Mar 08 Sustainability Appraisal - has the requirement for SA's been removed.
Response received from Duncan who is part of the VDS team working on a Design Statement for Dover: "The Government's White Paper Planning for a Sustainable Future (May 2007) proposed to remove the blanket requirement for SPDs  to have an SA unless they involved impacts not covered in the parent Development Plan Document (DPD). Up until the publication of the White Paper in May2007, Dover D.C. had been citing the requirement for an SA as an obstacle to accepting and adopting our proposed VDS as an SPD. At this time I had been in correspondence for some 7 months with Emer Costello and subsequently with Marcus Howard at HMG DCLG about this issue and I was assured that the Government was determined to remove this recently erected supposed barrier to rural communities producing a VDS (as encouraged by HMG since 1996). I understand the requirement was amended accordingly in the ensuing Bill."
Jan 08 Presentation to Parish Council about Parish Plan and Design Statement Cllr Jan Holben gave an informal presentation to the parish council about a Parish Plan and Design Statement - what it is and how we can start to create one. A timeline was suggested which indicated an 18 month project - see timeline on Schedule page.
In the Planning Reform Bill of 27/11/07 The Government intends to remove the need for a sustainability appraisal to be undertaken on SPDs
Dec 07 VDS Workshop 3 people attended the VDS workshop in Dec 07 (Cllr Jan Holben, parish clerk Glenis Baker and Sandgate resident Rosemary Saunders).

01.04.07 May Elections 07 We have a new Parish Council Admin - which includes 2 members of the Sandgate Society committee. There is great determination for the 2 organisations to work together on this piece of work.
29.06.06 What now? Letters to Michael Howard and government ministers have failed to throw any light on the requirement for a Sustainability Appraisal. See note above for Jan 08 regarding the removal of the requirement to produce a SA.
30.10.05 Letter sent to Michael Howard
The Sandgate Society has written to Michael Howard to ask him to raise with the government the need for clarity around VDS's and where they stand in the new Local Development Framework (LDF) scheme. With the introduction of LDF's analysis has highlighted  the possibility that VDSs and other community led initiatives adopted as Supplementary Planning Guidance (SPG) could lose this status.  LDFs  will be replacing Local Plans in the nearish future.  The main sticking point is that, for SPG to be carried over into the new LDF system as a newly named Supplementary Planning Document (SPD), a Sustainability Appraisal  (SA) will need to be undertaken.  Unfortunately the new legislation failed to acknowledge that some SPGs are community led and it is accepted that a community groups  cannot produce a SA.
26.09.05 Sandgate Society agree to take on the VDS as one of their projects There has been much discussion about the rights and wrongs of Sandgate Society taking on the VDS. One view is that because it is a village wide initiative that if the Society led on it - it might lead people to believe it is only pertinent to Society members. Another view is that as one of the Sandgate Society objectives is to enhance and safeguard our architectural heritage that a VDS has much synergy. However, what everybody agrees on is that it needs to be done
14.09.04 Presentation to the Parish Council Liz & Nigel gave a short presentation about how they worked towards a VDS being accepted as supplementary planning guidelines. They told us how the many benefits have shaped there Parish into something they are very proud of. they advised that a VDS is not about stopping changes happening, but about keeping any new developments in character with the area. It was explained that it is a document that all the community can be involved with, and once adopted by the District council it is an extremely useful tool for any future planning issues. **June 05. The SPC have since declined to take this forward themselves - however they have pledged to nominate a Cllr to be part of the project.
06.12.03 Informal meeting to scope out VDS - guest speakers Lis & Nigel Heriz-Smith (Lynsted VDS). OFS Heritage Room - 1pm. Meeting held - and was attended by: John Cutmore, Reg Turnill, Gladys, Richard Grundy, Royer Joyce, Margaret & Ken Gorrie, Linda Rene Martin, Janet Holben and Lis and Nigel Heriz Smith. We explored whether we wanted to go ahead with a VDS for Sandgate - and decided that this piece of work is a 'must do'.
